2008 General Rules Submissions/Proposed Changes

~~~ In no particular order, but listed in order of receipt ~~~  

 

#1 -- page 5 under tires and wheels.....
 
    amend tire section as follows....
 
    No rear tire softer than a D-12 compound.  
 
Reason.....        To level the playing field for those who cannot afford to run soft tires all the time...Trying to find ways to help the have-nots run more equal with the haves.
Final Vote -- 15 No, 1 yes.   Proposal defeated.
 
 

#2 -- Maximum right rear wheel width of 10 inches...

 
Reason... same as above.
Final Vote -- 13 no 2 yes.  Proposal defeated.
 
 

 #3 -- change the weighing of the cars after the races to the following....

 
 
    Heat Races- Weigh only the top 2 cars
 
    Feature Races- Weigh only the top 4 cars
 
Reason....Every week we weigh all the cars. All it does is waste time and not allow anyone to see the other heat races and/or other feature races.  If the winning cars are too light, they will be weighed, but the non winning cars did not benefit if they were too light, so why weigh them? Plus, I do not know of ANY car being too light in the last year or two.

Submission Amended -- "The Competition Director has total discretion as to the number of cars weighed after each heat race."  Comp. Director will notify the competitors before they enter the race race track.  Final Vote - 15 yes. 1 No. Proposal adopted as amended.

 

# 4 -- Change current line-up procedures.
 
Return the line-up procedures back to the process used in 2005, ie, heat races lined up by points standings, totally inverted.  Racer had to finish in the top five of their heat to receive their points average.  Features lined up by points average, with a minimum 5 row inversion, according to incoming/existing points average.  Any racer that missed two races in a row, received 0 points average.
 
Reasoning: made all of the competitors work that much harder to get to the front, made racing more exciting, gave all competitors more of an opportunity for a win.

Final Vote -- 5 Yes, 10 No, 1 Abstain.  Proposal defeated as written.  However, it was agreed to by all Car Owners that the minimum inversion for the feature would be at least five (5) rows, with a maximum of a full inversion (rookies excluded).  And when feasible, a lucky ticket hold in the grandstands would get to pull the number for the inversion.

 

# 5 -- Definition change for "Rookie-Of-The-Year"
 
A "Rookie-Of-The-Year" candidate must complete a minimum of 60% of the scheduled races for that season.  The candidate must show marked improvement through the course of the season.  The membership of the association will make a final vote to determine the final choice.
 
Any rookie that declares their intention to bypass their chance for the "Rookie-Of-The-Year" honors, only gets one opportunity to declare that choice.
 
Reasoning: helps in keeping track of potential rookies, or having a competitor bypassing for a number of years before declaring their intentions.

The second paragraph was deleted from the proposal.  Final Vote - 11 Yes, 5 No.  Proposal Adopted.

# 6 -- Drivers meeting attendance
 
Currently reads -- Any driver failing to attend both the Colorado 1200 Outlaws pit meeting or the track pit meeting will have to start at the rear of the field in their designated heat race.
 
Change to --  Any driver failing to attend both the Colorado 1200 Outlaws pit meeting or the track pit meeting will have to start at the rear of the field in their designated heat race.  In a situation that there is no heat race, then the driver will have to start at rear of their designated feature (either the "B" or "A" feature).
 
Reasoning -- It is imperative that all drivers attend the pit meetings to hear of any/all safety & track procedures.  It also impedes the process of setting up the race line-ups.

Final Vote -- 14 Yes, 2 No.  Proposal Adopted as written.

# 7 --

All cars that start a race (either heats or feature) must come to reasonable speed within 2 laps after the green flag.  The car must also maintain an adequate speed during the race.  If not, the car/driver will be black-flagged. (Exception: Rookies first five (5) races).
