2010 General Rules Submissions/Proposed Changes

~~~ In no particular order, but listed in order of receipt ~~~
#1 -- Point average is only influenced when the car/driver takes the initial green flag in the feature race.  Why?  In the first show of the season, the 15 and 75 cars each experienced problems early in the program and were not able to start the feature race.  Each returned in a future events, and went on to win the first feature they competed in.  In the point standings, each had a point average of 20 (instead of 40) because each was given credit for the first feature that they did not start.  This influenced the starting lineups for the remainder of the season, allowing fast cars/drivers to start at the front of the features, degrading the show for the fans.
Final vote - A DNS will not calculate into the points average formula.
12  Yes   1 abstain  --  motion carried
#2 -- Heat races are lined-up totally inverted by point average (lowest first to highest).  Why?  Currently, guests who attend more than one race per year, after their first race, lineup at the front of their heat race because of a lower points total that is not representative of on track performance and degrades the show for the fans.
13 yes -- motion carried
#3 -- If a restart method is to be used that is different than the rules book outlines, it will be noted on the lineup board.
Unanimous agreement, no vote taken on procedure
# 4 -- Driver Safety
 A portion of the existing rules states:
• Cage nets on the right side of cage are required. Cage nets on left side are recommended.
I suggest an addition to this rule:
Cars equipped with correctly mounted full containment seats are exempt from the requirement for a cage net. Full containment seats shall be mounted with a minimum of 4 5/16 grade 8 bolts with lock nuts.
14 yes --  motion carried
# 5 -- $2200 engine claim rule. this would include the engine and the wiring harness only. If engine is claimed it must be marked by official and you have 2 weeks to have your engine to claimer.
11 no   2 yes --  motion denied
# 6 -- In the main event, 10 bonus points will be awarded to the person the passes the most cars.
1 yes  12 no -- motioned denied
# 7 -- Any driver or car owner whose car FINISHES a feature race, may purchase the winning cars engine and transmission (no injection, wiring, electronics, ignition, headers or intake) for $3000 after the race.
Purpose- Keep the expensive engines out of our division to make the racing more affordable, and to help car count, by preventing potential newcomers from thinking he/she cannot be competitive due to some engines being too expensive. (E.G. Midgets)
Engine claim rules have helped many divisions keep costs down.
2 yes   9 no   2 abstains -- motion denied
# 8 -- Under Heat Race & Feature Format Rules
Any car equipped with an engine of less than 900cc's must start at the rear of both the heat race(s) and feature  (See Heat Race & Feature Format Rules)
10 yes  2 no  1 abstain  -- motion carried
