2010 GENERAL RULES
All
participants must conform to all Colorado 1200 Outlaw Rules.
The
term "official", as used in this rule book, will refer only to
Colorado 1200 Outlaw officials and not those of any track or other
entity.
All
participants must present a neat and clean car, meeting all
specifications of Colorado 1200 Outlaws.
The
driver must be a Colorado 1200 Outlaw member to run at any race.
Exceptions are allowed only at the "NATIONALS" races or
"TEAM" races, or for a first-time visitor. All drivers must be at least 16 years old.
Exception: drivers under the age of 16 (but no younger than 14)
will be allowed to race once he/she has met ALL of the following
conditions; 1) Colorado 1200 Outlaws must have a waiver of
liability signed by the drivers parent/guardian; 2) driver must
produce proof of prior racing experience, and; 3) eligibility must be
approved by the Board of Directors.
Anyone under the age of 14 and/or anyone who has not complied
with the conditions above will be denied entry to race. All drivers must
attend the Colorado 1200 Outlaws pit meeting, to be held at the location
of the association scales at each racing facility.
Any driver failing to attend both the Colorado 1200 Outlaws pit meeting
or the track pit meeting will have to start at the rear of the
field in their designated heat race.
In a situation that there is no heat race, then the driver will have to
start at rear of designated feature (either the "B" or
"A" feature).
Any car may be inspected
at any time during the event by the Technical Directors to determine the
general legality of the car, to include safety concerns, i.e.; safety
restraint systems, wing overhang violations, roll cage damage, steering
and/or suspension damage, fuel containment damage, as well as any other
safety related concerns. Items
of a competitor protest-able nature shall be left to the protest
process. Pre-race weigh
check is voluntary, the number of cars for the post heat race
weight check is left to the discretion of the Competition Director. At
the end of the feature event, the top three (3) finishing cars shall proceed
directly from the racetrack to the designated scale location for the
weight and wing check. The Feature winning car will be ccd
after the win, if not sealed. Failure
to proceed directly to the scales will result in a minimum penalty of
the loss of two finishing positions for that feature event.
Subsequent violations of this rule will result in the loss of
three finishing positions for those feature events.
At the completion of the main event, the alternate driver (fourth
place) will draw a poker chip. All
of these chips would include a technical requirement, i.e. Fuel, or no additional tech.
This would be done post race only, not at the beginning of the
race night or at the beginning of the race.
The 4 poker chips values will be labeled: 3 chips - Fuel; 1 chip - blank.
No two-way
radios or electronic communication devices shall be used by any driver
or team.
Exception: Tracks that require the use of a "Raceceiver".
Any Member who has never
competed in more than five (5) Colorado 1200 Outlaw events since the
Association was originated in 1993, no matter what kind of previous
racing experience, shall be considered a Rookie. Rookie drivers must place a brightly-colored streamer
(preferably day-glow orange) on the rear of the roll cage of the car and
will start at the back of the field for five (5) complete racing
programs (unless cleared by the Pit Steward or Competition Committee).
Any and all rookies who wish to compete for "Rookie of the
Year" honors, must declare those intentions at the start of the
given season, and must complete the requirements of starting from the
rear of the field for the first five (5) complete racing programs in
that given season. If a
Rookie competitor does not wish to compete for the Rookie of the
Year honors, they can fulfill the five (5) race program obligation
over any given time and/or season.
At the discretion of the Board of Directors, a rookie not wishing
to compete for
Rookie of the
Year honors, and showing their competence in their driving abilities,
the five (5) race obligation may be waived.
ALL
ROOKIE DRIVERS MUST ATTEND A ROOKIE ORIENTATION SESSION BEFORE
BEING ALLOWED TO RACE.
· Colorado 1200 Outlaws race
procedures and rules can be superceded by local track rules and
operating
procedures by promoter/track officials.
NUMBERS
No
duplicate car numbers will be allowed within the Association.
All car numbers must be approved by and registered with the
Secretary/Treasurer of the Association. Numbers will be reserved no longer than the November 1st
following the previous season if not renewed. No three digit
numbers, or additional letters allowed (due to track provisions).
Notice will be given to all other
attending members of a car and/or number change for any driver.
STAGING
All cars must be in the staging area and lined up
correctly for their races. If
not in line, you will be placed on the tail or refused entry to the
race.
No car may be push-started in/from the
staging area. If push-started, car/driver will have to start that
race from the rear of the field.
FLAGS
O YELLOW FLAG
In
the event of a yellow flag, scoring will revert to the last lap
completed. If a yellow flag is thrown on the first lap, a complete
restart will ensue, with the drivers involved in the yellow flag
restarting in the back of the field.
This pertains to all races.
O
RED FLAG
Depending
on track rules, you may work on a car during a red flag; however, you
cannot refuel or add oil to the motor.
In the event of a red flag on the last lap, the race will not be
restarted. The order of the finish will be the order in which the white
flag was taken. The car or
cars causing the red flag will be scored last.
O
BLACK FLAG
The
black flag will be pointed as
a warning. If the flag is
waved at you, you will exit
the track as safely as possible.
If you spin out twice on your own, if you drive in a reckless
manner, or if you hot-lap during warm-up laps preceding a race, you
will be black flagged.
EXITING
THE TRACK
After
the initial green flag, if you exit the track during a race, and are in
the infield, you may re-enter
in a safe manner. If you
exit the track and go to the pits, you may
not re-enter the track. Exception:
those tracks with a hot pit area.
RESTARTS
During
a start or restart, a driver who jumps cars (positions) will be placed
back in the final scoring sheet two spots for every car jumped.
Those who flagrantly jump cars or drive unnecessarily rough will
be disqualified and scored last in the race.
Any
driver/car failing to restart its engine without assistance (on the
track) shall restart the race at the rear of the field.
If
a restart method is to be used that is different than outlined above, it
will be noted on the lineup board.
PIT
AREA
The
space in the pit area occupied by the driver is his for the race.
You are not allowed to enter that space unless you are invited to
do so.
DISPUTES
All
disputes involving racing procedure that develop at track-side must be
settled by the Colorado 1200 Outlaw officials.
Should any participant have a complaint with a race track
official or administrator, he will immediately bring it to the attention
of an official or officer who will, in turn, deal with the necessary
parties and bring the problem to a conclusion.
Under no circumstances shall a participant directly approach the
racetrack staff.
Any
fighting, un-sportsmanlike conduct, drinking, or use of drugs by a
driver or any member of his pit crew will result in immediate suspension
of that driver for the remainder of the racing season
SPECIFICATIONS
ENGINE
4-Cycle motorcycle engine. 1202cc (+/-Ό%: 1205cc maximum).
Maximum 6-inch offset; measured C/L of motor to C/L of frame.
Electric self-starting Cars
can only be pushed to start in case of mechanical failure (i.e. dead
battery, etc.) and must be approved by officials for that race.
Any car push started, either from
the staging area, or on the track, must start/restart from the rear of the
field.
Naturally aspirated: carburetors or fuel
injection. Fuel injection may
be either constant flow or EFI. EFI
systems may be comprised of either OEM or aftermarket throttle bodies,
injectors and ECU. No ram air systems allowed.
Stock appearing head, cylinder and crankcase.
Head and crankcase are to be OEM (original equipment manufacturer)
castings. "After-market" look-alike cylinders
(blocks) are allowed.
No traction Control is allowed in any form.
MUFFLERS
All
cars must have a muffler capable of keeping the noise level at or below 98
decibels.
ROLL CAGE
Minimum 1 3/8" OD X .095; Wall: 4130-N tubing.
All pre-existing 1 Ό x .095 chassis will be grand-fathered
(must have proof of date of manufacture).
ALLOWED: 1
3/8" OD X .120 Wall: mild steel tubing.
HEAD CLEARANCE
Driver minimum head clearance: 3" measured to the top of the
cage, with driver belted in (in racing position), helmet in place, with
driver in full upright, seated position.
Highly recommended (specific chassis construction drawing or
photo to be inserted here -- pending approval of Tech. Directors.
WHEELBASE
Minimum: 66"; Maximum: 72"
APPEARANCE
Car is to resemble a Sprint Car, particularly the hood and tail.
No side pods allowed, nerf bars (kick offs) may not be enclosed in
any fashion.
COCKPIT
Driver's feet are required to be behind the firewall and the motor.
No chassis altering devices allowed from inside the cockpit during
an event, i.e. computer controlled shocks, torsion bar/blade adjusters,
etc. (Exception: wing
sliders, brake proportioning valves, Dial-A-Jets.)
BRAKES
Hydraulic brakes capable of sliding both rear wheels at racing
speeds are required.
BUMPERS
Bumpers and nerf bars are required.
Nerf bars cannot be wider than the rear tires.
STEERING
Steering gear is mandatory. Rack
and pinion steering is acceptable. Go-cart type steering is not allowed.
Steering Wheel must have a
quick-release fastener. Release hub may
not contain any plastic parts.
FUEL TANKS/BLADDERS
Fuel tank must be an approved manufactured fuel tank
and bladder required on all cars, and must be well secured behind the
driver and under the body tailpiece of the car (if not a sprint car type
tank).
Fuel System: subject to the approval of the
technical committee.
FUEL
Gasoline (pump or racing type) or Alcohol fuel
(methanol). Non performance enhancing fuel lubricating additives are
allowed. No ram air systems
allowed.
NO
Nitro, Nitrous Oxide or Oxygenated agents (propane, butane) are allowed,
or may be introduced into any portion of the fuel/air induction system.
The fuel/air induction system includes, but is not limited to, the
fuel tank/bladder, all fuel lines and fittings, fuel filters, fuel pump,
fuel pump regulator, fuel rail, pill holders, carburetors, throttle
bodies, air stacks, air box, air filter(s), Dial-A-Jet, barrel valve(s),
directly into the intake ports in the head, or directly into the
combustion chamber.
CHAIN
Final chain drive is mandatory.
Chains must be properly guarded.
If within the frame rails, the chain guard must be minimum 14 gauge
stainless steel, 12 gauge mild steel, or 3/32 tempered 2024 aluminum,
and designed to completely shield and protect the driver and the fuel tank
(if the fuel tank is in line with the chain) from the chain.
The guard is to extend on top from the firewall to beyond the
drivers seat, from the top of the chain to the floor pan and from the
firewall to behind the seat on the side of the driver, or both sides in
such a manner that the chain cannot puncture the fuel tank, if it is
directly in line with the chain. The
guard must be designed to prevent the chain from entering the drivers
compartment.
TIRES &
WHEELS
Wheels must be 13" in
diameter only.
Tires are to be minimum of
62" circumference.
FIREWALL
Cars must be equipped with a metal firewall completely separating
the engine from the driver's compartment.
WEIGHT
750 pound minimum, car only, at the conclusion of any race, as well
as car and driver must weigh a minimum of 950 lbs.
600cc powered cars must weigh a minimum of 850 lbs. car and driver.
Fuel cannot be added to make weight following the event.
New cars being built must meet this weight without adding ballast.
Existing cars can add ballast, but it must be securely bolted to
the frame. NO
wire, hose clamps, etc. can be used to secure ballast.
WINGS
Top (cage) wings are mandatory. Top
wings cannot exceed 16 square feet and cannot extend beyond the width of
the tires as measured by placing a straight bar at the lower outside
sidewall of the rear tire (either one) and extending the bar vertically to
touch the upper outside sidewall of that rear tire. The top wing MUST NOT touch the bar or disqualification and
loss of points for that race will result.
The only exception to this rule is if that car was involved in an
on-track incident in that race that may have changed the original position
of the wing. This is
considered a safety issue and will be dealt with very seriously.
Nose wings are acceptable. NO
plywood or Plexiglas wings will be allowed.
Application can be made to the technical
committee regarding different types of wings.
FLOORPAN
Cars must have a floor pan that extends from the
front of the seat to the firewall.
SEAT
Seat must be an aluminum racing seat.
Fiberglass or homemade seats are not allowed. A five point, 3 lap belt, shoulder harness and sub belt
system are required. Seat must be bolted to the chassis with a minimum of
three (3) 5/16 grade 8 bolts with lock nuts. No Dzus style fasteners
will be allowed.
BATTERY
Battery must be mounted securely
to frame. No wire or rubber
cords can be used.
COOLERS
Radiators and/or oil coolers must be located in a shielded area
outside the driver's compartment and cannot extend above or be located
behind the driver's head.
FUEL VALVE
Fuel valve must be located as
close as possible to the fuel tank.
Valve must be operable from rear wheel area without requiring tools
or removal of any parts for access. Remote
operation from cockpit is allowed. All
fuel shutoff valves must be clearly marked as to the OFF position,
so that safety workers clearly understand which way to shut off fuel flow
in the vent of an incident.
HELMET PAD
Cars must have a helmet pad behind the driver's helmet.
A high-back seat is an acceptable substitute.
NUMBERS
Numbers must be legibly displayed on both sides and centered on the
top wing with 12 inch numbers on the sideboards and 18 inch numbers on the
center of the top wing. A minimum 10" number must be displayed
on each side of the tail tank/tank cover.
DECALS
All cars registered with the Colorado 1200 Outlaws must display a
current Colorado 1200 Outlaws decal on the right side panel (cowl area).
All Colorado 1200 Outlaws championship points fund sponsor decals
shall be affixed to the car where they are visible from the front or right
side to receive points and/or monies.
DRIVER SAFETY
ALL DRIVERS ARE REQUIRED TO HAVE THE
FOLLOWING IN USE EVERY TIME THEY ARE IN THEIR CAR ON THE TRACK:
SA2005-rated SNELL, (or SFI 31.2) , full-face
helmet is required (M-rated helmets are not allowed).
Approved NOMEX or equal fire
suit. (Single-layer suits must have NOMEX underwear.)
Gloves, socks, shoes and
head sock (or skirt). SFI-5
rated fire suits and NOMEX underwear are highly recommended.
Three-inch lap and shoulder harness, and sub
belt are
required. Belts must be
attached to car in a safe manner as approved by the technical directors
and must not be over three (3) years old.
Arm restraints and neck collars
are required. Head and neck
restraint system is highly recommended.
Fire
extinguishers
are required for each car in the pit, and must be inspected every six (6)
months.
Race cars utilizing alcohol for fuel must have water
available in the pits.
Kill switch
is required within the driver's reach when restraints are on.
Main power switch must be clearly marked as to the
OFF position, so that safety workers clearly understand which way to
shut off electrics in the event of an incident.
Cage nets on the right side of cage are required. Cage nets on left
side are recommended. Cars
equipped with correctly mounted full containment seats are exempt from the
requirement for a cage net. Full containment seats shall be mounted with a
minimum of 4 - 5/16 grade 8 bolts with lock nuts.
Any
two (2) Safety/Technical Directors have the right to disqualify any car
judged to be unsafe until corrections are completed.
After any on-track crash, two (2) Technical Directors will
need to inspect the damaged car (or cars) before being allowed into the
next racing heat or feature or event.
PROTEST
Only
race officials or driver/owner of a car can protest another car in his
class. You must specify the
part of the car you are protesting (i. e. engine, weight, or fuel only). A $150 cash protest fee is required, given to the director of
the competition within 15 minutes of the feature.
The car will be
inspected by the Technical Directors to determine legality of the car. The
final decision will be made and enforced by the Technical Directors.
The owner/driver is responsible for removing parts to be inspected.
If the car is legal, the owner/driver will keep the $150 fee.
If the car is found to be illegal, the protester will receive his
money back.
If the car is found to be illegal or if the owner/driver refuses to
allow the inspection, he will lose points and money for that event, and the
driver will
lose points from the previous two (2) races. The
driver will further be suspended from racing the next two (2) races.
KEEP YOUR CAR LEGAL!!
Heat Race (s) & Feature Format
1. First night,
the
pill draw for the heat race lineup will be held at the Colorado 1200
Outlaws pit meeting (located at the Colorado 1200 Outlaws scales).
Pills
to be drawn by the drivers at the pit meeting, and the lineup will be
written on the lineup board at that time. low # - pole,
low # 3, low #5, etc. for 1st heat; low #2 pole, low #4, low
#6, etc. for 2nd heat. No more than 10 cars per heat. If
more than 21 cars in attendance, then a third heat may be required. (In
the case of three heats, low #3 will be on pole, every third # succeeding,
etc). (exception: Rookies - see
"Rookie
rule" in General Rules). All cars equipped with an engine less than 900cc must start at the
rear of the field for both heat (s) & feature (s).
2. From second
night on, all heats will be determined by incoming points average, lined up
totally inverted, with new drivers carrying no points average lined up to
the rear, excluding rookies (see "Rookie
rule" in General Rules).
Points average is determined only by feature points acquired,
divided by features competed in, with the exception of any feature DNS.
3. B-Mains (when
needed) are lined up "HEADS
UP" with the highest finishing
non-qualifiers to the front.
4. First
night, the
winner of the first heat will draw a "chip" at the official
lineup board to determine how many rows will be inverted for the feature
event. There
will be three (3) chips, a "5", a "6" , or
"All" (full field inversion, exception -- "Rookies").
The remainder of the
field will be lined up "heads up" after the front rows are
inverted.
On various occasions, a fan (out of the grandstands)
may be used to draw the number to be used for the inversion.
5. From
second night on, when two heat
races are run, the top 10 qualifiers will be inverted for feature line-up
according to point average (number
of total feature points scored, divided by number of races run).
When three or more heat races are run, the top 12 qualifiers will be
inverted for feature line-up according to points average. The
remainder of the field will be lined up "heads up" after the
front rows are inverted, excluding
rookies (see "Rookie
rule" in General Rules). Any
DNS (0 points) in any previous feature, will not calculate into any
racer's points avg.
6. Any new
driver that qualifies and does not yet have a points average shall be
lined up in the 11th position on a ten (10) car invert, and in the 13th
position on a twelve (12) car invert.
7. Heat race or
sign-in points DO NOT calculate in the points average.
Points
average is determined only by feature points acquired, divided by features
competed in, with the exception of any feature DNS.
8.
Points average will also determine the line-up for rookie contenders for
their first five events, and will apply as stated above thereafter.
BYLAWS
ARTICLE I
Name
The
Association will be known as the Colorado
1200 Outlaws.
ARTICLE II Object
The
specific and primary purposes are:
the betterment of 1200 Outlaw Auto Racing conditions
the formulation and enforcement of 1200 Outlaw Auto Racing
standards
to hold membership meetings
to disseminate information about 1200 Outlaw Auto Racing to members
and the general public
to assist in the scheduling of 1200 Outlaw Auto Racing meets.
The general purposes and powers are to promote and
advance the mutual interests of its members engaged in professional 1200
Outlaw Auto Racing and to associate its members together in such a fashion
that their united efforts in fostering the interests of the 1200 Outlaw
Auto Racing profession will result in tangible improvements ensuring their
common good, betterment and welfare.
Notwithstanding any of the above statements of
purposes and powers, this Association shall not, except to a substantial
degree, engage in any activities or exercise any power that is not in furtherance of
the primary purpose of this Association.
ARTICLE III
Membership and Dues
The
members of this Association shall consist of those persons directly or
indirectly involved in 1200 Outlaw Racing who are willing to participate
in accordance
with the Bylaws and Rules, which are designed and tailored for 1200 Outlaw
Auto Racing. Each member of
the Association is expected to uphold
and respect all rules and guidelines as established by the Officers and
members, and to assist, to the best of their abilities, when called upon
to act
on behalf of the Association.
Dues
will be determined by the Board of Directors of the Association, with
notification in writing to the membership before the 31st of
Oct.
All members will be expected to pay the dues assessed
their category membership on or before November 1st
of each year. A member whose dues have not been received and recorded by
the Secretary/Treasurer of the Association by November 2nd will be dropped from the roster. Colorado 1200 Outlaws will also collect any dues /
registrations required of any racetrack participated at.
New
members paying dues for the next year at the annual meeting shall be
allowed to vote at that meeting.
Should
a member resign or be terminated, there will be no refund of any portion
of the dues paid.
Any
member 65 years of age or more will not be assessed a charge for dues in
any category.
Section 1 Owner/Driver/Member
An
owner may purchase one (1) membership for each 1200 Outlaw racecar he owns
which is judged by the Officers of the Association to be in compliance
with Colorado 1200 Outlaws rules and specifications.
Voting
will consist of one vote per car owner.
There will be no votes recorded or counted for any unqualified
members. Car owners are the
only class of members permitted to vote on matters relating to car
specifications or Bylaws.
In the event a member will
not be in attendance at a business meeting, he will personally notify an
Officer in advance, designating whom, if anyone (in written form), will
have the authority to vote on his behalf.
No owner may carry in, or vote on, more than one proxy vote.
All proxies must be submitted in writing, and received by the
Secretary/Treasurer the week before the scheduled Rules Meeting.
Otherwise, the member will be counted as absent and no votes will
be accepted on his behalf.
Should
a member sell a Colorado 1200 Outlaws registered car, his membership will
be continued in the Association for duration of the period for which the
dues have been paid.
All
owner/members will display the official Association car sticker on the
right side panel (cowl area) of the car.
An
owner/member may be elected to an office by the voting members and may be
appointed to serve on a committee by the Officers.
Section
2 Corporate Non-voting Members
Companies
who contribute financially (not including dues) or through sponsorships or
by volunteering time and/or efforts will be eligible for this category.
Section
3 Honorary Non-voting Members
A
category designed to reflect the gratitude of the Association; those who
contribute unselfishly to the aims and goals of Colorado 1200 Outlaws will
be eligible for this category.
Section 4 Associate Member
Associate
members shall be those individuals who are actively interested in Colorado
1200 Outlaws racing, who have paid the dues, but do not own a racecar. This class of membership carries no voting privileges, but
members will receive the monthly newsletter and updated racing
information.
ARTICLE IV
Officers - Their Election and Duties
The Association shall hold an election during the
annual meeting for the purpose of electing and installing new Officers in
the position of President, Secretary, and six (6) Technical
Directors, who will serve for a term of one (1) year.
All Officers of the Association must be elected by a majority of
the total voting members.
Section 1 President
The
President of the Association shall preside at all meetings of the
Association, appoint committees, and sign all papers, notices and
documents necessary to carry out the business of the Association. The
President shall preserve order at all meetings of the Association and
uphold the Bylaws and Rules of the Association.
The President will be a non-voting member of all committees.
Section 2 Technical Directors
The
Technical Director Committee will consist of a team of six (6) members,
plus the Pit Steward/Competition Director.
Duties
Two (2) Technical Directors shall conduct initial inspection of all
cars before the start of the race season to determine the cars' legality.
Two (2) Technical Director members must be present at each race to
supervise any protests, inspect any new or visiting cars and/or conduct
spot inspections.
Two (2) Technical Directors must "seal" all engines. A one
(1) race exemption will apply. Example: a car can compete 1 race (or 1
weekend) without being sealed, but must be sealed before the next
scheduled event. If not sealed by the next event, the car will not be
permitted to enter onto the track or race that event. If an engine is
changed, the 1 race exemption applies for that engine inclusive.
Section 3 Secretary
The Secretary shall keep accurate records of all accounts and
meetings. The Secretary will
assist in the preparation and maintenance of the financial
records of the Association and present a financial report at the annual
meeting. All records shall be
available for inspection by any voting member at the office of the
Secretary. The Secretary will keep the member list current.
Section 4 Pit Steward/Competition Director
The
Pit Steward/Competition Director will be the head Official at the track.
The Pit Steward/Competition Director shall be a member of the Technical
Committee.
Duties:
Conduct the pre-race driver's meeting.
Register
drivers if necessary.
Manage
the drawing for starting positions for the heats and the feature event.
Provide
race information to the flagman as required.
Enforce
the rules of the Colorado 1200 Outlaws.
Observe
all cars for safety and compliance with Colorado 1200 Outlaws rules.
Inspect
all cars entering the event.
Supply
all announcer information to the announcer.
If
the Pit Steward/Competition Director is not present at the race, a Technical
Director will carry out the following duties --
Enforce the rules of the Colorado 1200 Outlaws.
Inspect all cars entering the event.
Section
5 Scorers
Note: Scorers
may have as many assistants as needed to help score races and help with
registration.
Duties:
Score races and record results.
Present race results to Pit Steward for posting.
Total points and give to
Secretary for tabulation.
Section
6 - Appeals Committee
Any
ruling issued by the Pit Steward may be overruled by an Appeals Committee.
Appeals
are to be made to the President, who will select an impartial committee of
five (5) owners/drivers, which will make a final decision. All appeals must be made within 24 hours.
Impeachment of an Officer two-thirds (2/3)
of the members vote can impeach any Officer.
ARTICLE V
Discipline
Any
member (all categories) who conducts himself in a manner tending to
discredit or disrepute the Association or who does not comply fully with
the Bylaws of the Association is subject to discipline and possible
termination of membership in the Association.
Discipline
pertaining to the Bylaws is the responsibility of the Officers of the
Association and may consist of a fine, suspension, or termination of
membership in the Association.
Should
it be determined by the Officers that a member has qualified himself for
termination, that member has the right to request a vote, and a majority
of the total voting members will determine the final ruling.
ARTICLE VI
Meetings
There will be an annual meeting during the month of
November of each year at which time the President or the Secretary will present a
financial report and review all current general rules.
At this time, any rules or bylaws changes submitted shall be voted
on by the voting members. An election will be held for the purpose of selecting
Officers, as is stipulated above in Article IV of the Bylaws.
Two meetings may be scheduled during the month of
November should it be determined that the agenda would be too lengthy to
successfully resolve all issues the first meeting for reviewing the
Bylaws and car specifications, and the second meeting for elections and
rule changes.
All rule changes must be submitted in writing to the
Secretary and the Pit Steward/Competition Director a minimum of two (2)
weeks prior to the meeting. The
annual meeting in November will be the only occasion during which the
rules pertaining to car specifications may be created, altered, amended,
and/or deleted. The exception
to this is in the instance when it has been determined that an existing
rule is not in the best interest of the Association, or for driver safety,
or when it is determined that safety will be best served by establishing a
new rule, in which case a vote will be considered adequate.
ARTICLE VII
Liability
The Association is
formed and operated for the purposes heretofore stated and will not be
held liable for any damages incurred by or to any individual or group of
individuals in their pursuit of racing.
Any person engaged in the sport of racing in any capacity assumes
all risks and recognizes the hazards involved, and this releases and
discharges the Association, its Officers, Officials and Members from any
and all liability and claims of any nature.
ANNUAL AWARDS
Rookie
of the Year
A
Rookie is any driver who has not completed in more than five (5) 1200
Outlaw events before joining as a Colorado 1200 Outlaws driver.
A
"Rookie-Of-The-Year" candidate must complete a minimum of 60% of
the scheduled races for that season.
The
candidate must show marked improvement through the course of the
season.
The
membership of the association will make a final vote to determine the
final choice.
Sportsperson of the Year
Determined
by a vote of the members at the annual meeting.

Points
Champion
The
driver that has accumulated the most points throughout the race season at
sanctioned Colorado 1200 Outlaws points races.
